Its been a month iam working on the DSA not in consistence way but iam giving 4 hours a day for 15 days, i have a huge doubt, should i finish the dsa first and later solve the problem or the do problem when i do dsa consept.And help me to suggest the best websites to practice , iam ready to give 100% sure to the dsa for a day from now on every day with great consistancy.

Learn the concept and try to solve the problem based on the concept. You can practice DSA on the HackerRank website.
